Veikkaus named Chris Armes Executive Vice President of Gaming Technologies on August 17, 2026, putting a former High5Games and Scientific Games executive in charge of the state operator's tech stack as Finland's gambling monopoly heads toward its end. Armes joins the Executive Team and succeeds Ari Aarnihuhta, who is moving into an internal Executive Advisor role rather than leaving the company.
Aarnihuhta had led Gaming Technologies since January 2024, capping more than 23 years at Veikkaus. The handover is a planned succession, not a departure: Veikkaus says he will continue in an advisory capacity, and the announcement frames the change as continuity of leadership through a period the company itself calls "an important new phase."
That phase is Finland ending Veikkaus' decades-long gambling monopoly on July 1, 2027, opening the market to licensed private operators for the first time. Veikkaus has to compete on product and platform quality rather than rely on exclusivity, and the technology chief it hires now is the one who has to have the stack ready before licensed rivals arrive.
Armes' background reads like a hire built for that exact problem. He was chief technology officer at High5Games from December 2022 and, before that, held senior technology roles at Gaming Innovation Group and at Scientific Games Digital, where he led the integration of NYX Gaming Group after Scientific Games acquired it. Veikkaus is betting on someone who has already run a platform integration once, ahead of a market opening it cannot push back.
Olli Sarekoski, Veikkaus' president and chief executive, said Armes' "broad experience in transforming iGaming technology platforms and leading in highly regulated international markets will be extremely valuable" heading into the transition. He also thanked Aarnihuhta "for his significant work for the company." Armes said he was "excited to join Veikkaus, an ambitious and forward-looking company that is entering an important new phase as the Finnish market opens."
Veikkaus has not given a specific start date beyond "autumn 2026." The company's other recent leadership move, deputy chief executive Velipekka Nummikoski's departure with a last day of August 31, adds to a broader reshuffle at the top as the monopoly clock runs down.
The exec-suite activity now underway across the sector, from Sportradar hiring Entain's Sameer Deen as COO to Ciaran Carruthers taking the CEO role at UAE regulator GCGRA, has largely been about suppliers and regulators building out capability. Veikkaus' hire is the rarer case: an operator hiring specifically for a market structure that does not exist yet.

Every other candidate for this role would have inherited a monopoly's IT department. Armes inherits a mandate to make it obsolete before someone else does it for him. The next eleven months, not the "autumn 2026" start date, decide whether Veikkaus enters 2027 running a modern platform or still building toward one.
