Brazil's government issued a provisional executive measure on September 28, 2026, banning all online betting and gaming in the country, effective immediately. Flutter Entertainment announced it is ceasing all operations in Brazil in response.

The ban covers online betting and gaming across all forms, with no stated exemptions or transition period. Flutter disclosed the move via SEC 8-K filing today, citing "the provisional executive measure by the Brazilian Government banning online betting and gaming in Brazil" as the reason for its operational exit.

Brazil's 2023 betting law opened the market to a regulated regime after nearly 20 years of prohibition. The market grew to over 150 licensed operators within three years, generating billions in betting handle. The provisional ban reverses that entire framework without notice or advance consultation.

Operators still calculating exposure include both large international firms and locally licensed brands. The decree's legal status and enforceability remain unclear: provisional measures in Brazil can be challenged in Congress and do not have the permanence of codified law. However, the immediacy of the announcement left no window for challenge or compliance planning.

Flutter's Brazilian operations contributed lower mid-single-digit percentage of group EBITDA, per its last public disclosure, but the market represented significant growth potential for the operator. The exit removes one of its few remaining expansion footprints in unregulated-to-regulated pivot markets.

The ban coincides with an election-year political climate in Brazil and follows months of pressure from religious and consumer advocacy groups opposed to gambling expansion. The timing and sudden implementation suggest a policy reversal at executive level rather than legislative progress through normal channels.
