# Netherlands Gambling Licence Renewal Tests Its Pioneers

**The Netherlands' gambling regulator, the Kansspelautoriteit, has approved new five-year licences for TOTO Online, Kansino, Fair Play Online, Bingoal and Holland Casino, the first operators through the country's inaugural online gambling licence renewal, according to decisions the KSA published on its own register from 5 August 2026.** All five keep market access through at least 1 October 2031.

Three more of the market's founding operators, bet365, BetCity and GGPoker, had not received a decision as of this writing. Their current licences expire 30 September 2026, and Dutch law sets a hard five-year term with no automatic extension, so a missed renewal on any of the three would mean a real exit from one of Europe's largest regulated markets, not a paperwork lapse.

This is the first time the Netherlands' 2021 regulatory framework has actually been tested end to end. The KSA opened the regulated market on 1 October 2021 by licensing ten operators at once, under the Remote Gambling Act. Two of those ten, Tombola and LiveScore, wound down their Dutch operations voluntarily in December 2024\. The remaining eight are the ones now filing for a second term, and the outcome decides who gets to call themselves a five-year incumbent rather than a market entrant starting over.

## The Netherlands gambling licence renewal runs on a tougher rulebook than 2021

Nothing about this renewal is automatic. Under Article 31a of the Wet op de kansspelen, a five-year licence simply ends, and the holder has to file an entirely new application and pass a full reassessment, the same bar a first-time entrant clears. There is no fast-track lane for the operators that built the market.

Since 1 January 2026, the KSA has applied a stricter policy package, the BRVKOA 2026, to every one of those applications. Renewing operators must submit a wind-down plan explaining how they would exit the Dutch market if their licence ever lapsed, covering player fund repayment, data retention and continued contact for former customers. They must file a formal money-laundering risk analysis under the Wwft, and the KSA reassesses each applicant's addiction-prevention and advertising policy from scratch rather than carrying the old approval forward.

The paperwork got more expensive too. The government's own gazette, Staatscourant 2026, 1642, raised the processing fee for a distance-gambling licence application from 48,000 euros to 61,300 euros, effective 1 April 2026, citing wage and price inflation since the fee was last set.

None of that scrutiny is theoretical. Bingoal, one of the five just renewed, was fined 400,000 euros by the KSA for directing advertising at 18 to 24 year olds, a group the regulator has treated as an enforcement priority since its own [KSA data upended assumptions about how young adults actually gamble](https://www.igamingnews.biz/netherlands-ksa-young-adult-gambling-data/). That fine did not block Bingoal's renewal. It shows the bar is a real compliance review, not a blacklist triggered by any single sanction, which matters for every operator now weighing how a past penalty will read in its own file.

## What the renewal wave means for the operators still waiting

TOTO Online, a Nederlandse Loterij subsidiary, is the Dutch market's leading brand by share, which makes its clearance the least surprising of the five. Holland Casino and Bingoal carry state or long-established backing that gave them a similar cushion going in. Kansino and Fair Play Online had less institutional weight behind them and cleared anyway, evidence that the KSA's bar is about documented compliance discipline rather than balance sheet size.

That is the more useful signal for bet365, BetCity and GGPoker. All three are established, well-capitalised brands, so a denial looks unlikely on the merits, but the KSA has said it typically publishes renewal decisions roughly two weeks ahead of a licence's expiry date, which puts their answers into mid-September, tight against the 30 September deadline. An operator running a live Dutch book with weeks of uncertainty over whether it still has a licence is not a comfortable position, whatever the eventual outcome.

The wider queue behind this cohort is longer than one deadline. Unibet, the market's second most popular brand under FDJ United, holds a licence that was issued later and does not expire until June 2027\. Every operator that entered the Netherlands after the original ten is now on notice that its own renewal will run under the same BRVKOA 2026 rules this first group just tested, not the lighter framework it originally licensed under.

## A five-year clock just proved it actually runs out

The lesson for any operator planning a Dutch entry, or a renewal of its own further down the queue, is that the KSA has now shown its five-year term is a real deadline with a real reassessment behind it, not a formality that gets rubber-stamped for anyone who keeps paying tax on time. Five incumbents cleared that bar. Three are still finding out, with the clock inside three weeks of running out.
