# Marina Bay Sands Widens Its Lead Over Resorts World Sentosa

**Marina Bay Sands generated $1.02 billion in casino revenue in the second quarter of 2026 alone, more than Resorts World Sentosa reported across the whole first half of the year**, according to each operator's own results. The gap lands as Singapore's Gambling Regulatory Authority prepares to decide whether Resorts World Sentosa keeps its casino licence at all.

Genting Singapore, which owns Resorts World Sentosa, told shareholders on 13 August that group gaming revenue for the first six months of 2026 was S$804.4 million, down 4% year on year. Las Vegas Sands reported Marina Bay Sands casino revenue of $1,024 million for the second quarter alone, a figure that on its own, before any currency conversion, outsizes Resorts World Sentosa's entire six-month total. Marina Bay Sands' own casino revenue was down too, 4.1% from the prior year's quarter, so this is not a story of one property surging while the other stalls. Both are softer than a year ago. One is just still enormous and the other is not.

## A licence graded on a two-year clock

Singapore has run a deliberate two-operator casino market since 2010, splitting licences between Las Vegas Sands' Marina Bay Sands and Genting Singapore's Resorts World Sentosa and capping the field there by law. That structure means Resorts World Sentosa's regulatory standing is not a side issue. It is existential in a market with no third licence to fall back on.

In November 2024, the Gambling Regulatory Authority found Resorts World Sentosa's tourism performance for 2021 through 2023 "unsatisfactory" and, breaking with precedent, granted a two-year provisional licence instead of the standard three. The shortened term began on 6 February 2025, and the GRA has said it will reassess the resort this year, ahead of a licence decision due by February 2027\. A regulator that can shorten a licence once can shorten it again, or decline to renew it, and the size of the revenue gap with its only domestic competitor is now part of the record the GRA will be reading.

## The expansion each side is betting on

Resorts World Sentosa's answer has been to spend. Genting Singapore is funding a $5.3 billion "RWS 2.0" redevelopment across entertainment, hospitality, lifestyle and marine attractions, timed to Singapore's own Greater Sentosa Master Plan and due to complete by 2030\. The resort has already opened the Singapore Oceanarium and the all-suite Laurus hotel and added a Minion Land theme park, and its August press release said refresh work is now planned for Hotel Crockfords and the convention centre through 2027 and 2028.

"RWS has entered a new chapter," said Tan Sri Lim Kok Thay, Genting Singapore's chairman and acting chief executive, in the 13 August results announcement. "With a new committed and energised leadership team and a clear transformation roadmap, we are now building a bold, dynamic and innovative resort that delivers compelling entertainment and experiences to our guests and long-term value for our shareholders."

Lee Shi Ruh, chief executive of Resorts World Sentosa and also president and chief operating officer of Genting Singapore, has framed the redevelopment as a response to a specific guest complaint. "In the past, some guests came to gamble and then left straight away," she told the Straits Times, describing a push to give visitors reasons to eat, drink and stay overnight rather than day-trip in and out. She told CNBC in 2025 that the resort would "be ready" when regulators reevaluate its licence this year.

Marina Bay Sands is not standing still either. Las Vegas Sands is spending $8 billion on a fourth hotel tower and a 15,000-seat arena at the property, a project expected to finish in the summer of 2029\. The incumbent is reinvesting from a position of scale that Resorts World Sentosa is trying to spend its way into matching.

## What the 2026 review will actually weigh

The GRA's 2024 finding was not primarily about revenue. It cited Resorts World Sentosa's ability to "develop, maintain and promote its integrated resort as a compelling tourist destination that meets prevailing market demand and industry standards," a tourism and visitation test as much as a financial one. Genting Singapore's own numbers show some of that work landing: non-gaming revenue rose 6% to S$398.8 million in the first half, and Resorts World Sentosa's adjusted EBITDA climbed 18% quarter on quarter and 12% year on year in the second quarter, evidence management can point to even as headline gaming revenue and group net profit, down 34% to S$156.1 million, both fell.

That is the case Resorts World Sentosa will make to the GRA. It will not erase the arithmetic. It is also a reminder that scale advantages compound in gaming the way they do wherever [supply consolidates around a handful of large players](https://www.igamingnews.biz/gaming-supplier-consolidation-supply-chain/), and that a two-operator market leaves the weaker side with less room to absorb a bad stretch than an operator competing in a market with dozens of licensees, the position [US operators effectively occupy under a state-by-state system that has stalled well short of nationwide iGaming](https://www.igamingnews.biz/us-igaming-legalization-stall/).

Genting Singapore's next scheduled update, and any signal from the GRA on the timing of its 2026 review, will be the numbers to watch. Until the regulator rules, Resorts World Sentosa's own results are the strongest argument its rival needs.
