# Carruthers Named CEO of UAE Regulator GCGRA

**The United Arab Emirates' General Commercial Gaming Regulatory Authority named Ciarán Carruthers, the former chief executive of Australia's Crown Resorts, as its chief executive officer, the regulator confirmed on 10 June 2026.** Carruthers takes a seat that had been vacant since Kevin Mullally, the GCGRA's first permanent CEO, [stepped down in November 2025](https://www.yogonet.com/international/news/2026/06/10/123354-uae-gaming-regulator-appoints-former-crown-resorts-ceo-ciaran-carruthers-as-chief-executive?ref=igamingnews.biz) to return to the United States. Jim Murren, the GCGRA chairman, had covered the role on an interim basis in the interval.

The appointment matters beyond the personnel line because of who is doing the hiring. The GCGRA, established in September 2022 as the UAE's federal gaming regulator, is building a licensed commercial gaming market from nothing in a region that has never had one. Recruiting an operator chief executive of Carruthers' seniority to run the regulator is a signal about how serious, and how commercially fluent, that build-out intends to be.

## From the operator side of the table

Carruthers arrives with close to 40 years in gaming and hospitality, and almost all of it on the operator side. He was chief executive of Crown Resorts until 31 December 2024, the period in which the Australian group worked to rebuild its licences and regulatory standing after a run of compliance failures. That Crown remediation experience is not incidental. A regulator standing up a brand-new market wants someone who has seen, from inside, what happens when licensing controls fail.

Murren framed the hire around exactly that credibility. "Ciarán brings exactly the caliber of leadership this role demands," the GCGRA chairman said. "His track record of building trust with governments, regulators and industry partners across multiple jurisdictions is exceptional." Carruthers, for his part, said he would work "with the team, licensees, and government partners" to advance the UAE's position as "a global benchmark for modern and responsible gaming regulation."

## The market he now regulates

The UAE market Carruthers inherits is small on paper and large in prospect. Wynn Resorts holds the country's first and so far only commercial gaming facility licence, granted in October 2024 for the Wynn Al Marjan Island resort in Ras Al Khaimah, a project scheduled to open in 2027\. The UAE Lottery launched separately in December 2024, run by The Game LLC. That is the entire licensed market today: one integrated-resort licence under construction and a national lottery.

The prospect is what draws the industry's attention. A regulated gaming market in the Gulf, anchored by a multi-billion-dollar Wynn resort 45 minutes from Dubai, is the most-watched greenfield opportunity in global gaming, and every major operator and supplier is tracking whether the UAE issues a second licence and on what terms. Carruthers' job is to write and enforce the rules that decide who gets in, at what cost, and under what responsible-gambling and anti-money-laundering standards. His operator background cuts both ways here: it gives him fluency with the businesses he regulates, and it will invite scrutiny over how a career operator draws the line as a regulator.

## Why it matters for operators and suppliers

For operators weighing a UAE entry, the appointment reduces one kind of uncertainty and raises another. It reduces it by putting a known, credible executive in charge of the regime, which makes the market easier to read and to plan against. It raises it because Carruthers' Crown remediation record suggests a regulator that will prize compliance and probity over speed, which points to a slow, selective licensing process rather than an open door.

Third, whether the GCGRA moves toward online gaming or holds to land-based integrated resorts, a decision that determines whether the UAE becomes a market for the whole industry or only for the handful of operators that can build a resort.
