# Flutter Promotes Seema Padman to Lead India Hub

**Flutter Entertainment named Seema Padman General Manager of Flutter Entertainment India on August 19, putting her in formal charge of the Hyderabad Global Capability Centre she has run operationally since 2024.** Padman joined as People Leader in April 2024 and is credited by the company with growing the site past 1,000 staff.

Flutter built the headcount first and named a country leader second, a sequencing that is becoming standard as operators shift core technology and product work into captive centres rather than client-facing offices. Padman now owns the centre's growth strategy directly, not just its people function.

Flutter frames Hyderabad's output as part of "Flutter Edge," its label for the technology, product and talent capacity it says gives it an edge over rivals. Padman spent two decades in HR leadership before this, including as senior vice president for HR across India, Asia-Pacific, the Middle East and Australia at Epsilon, and regional roles at Arm.

"I've seen first-hand the depth of talent, capability and ambition within the Hyderabad GCC," Padman said in the announcement. "I'm looking forward to bringing those strengths together and working with our leaders to create an environment where both our people and our business can thrive."

## Headcount grew first, the title came after

Formalising Padman's role after the headcount was built is the tell here, not the appointment itself. Operators that once ran offshore sites as anonymous cost centres are increasingly naming one accountable executive once a site outgrows a shared service, and Flutter's own churn this year, from the group CEO transition to APAC and FanDuel, shows a company treating almost every layer of its structure as open to a public name change.
